PRJUSD ‘out of the abyss’ but not out of the woods

PASO ROBLES — With Prop. 30 funds allocated, the end of Measure T funds looming near and projected deficit spending in 2014-15, the Paso Robles Joint Unified School District [PRJUSD] is still positioned between a rock and a hard place, despite boasting a bolstered reserve fund. Meanwhile, district staff grappling with furlough days, overcrowded classrooms and other districtwide shortcomings voiced their concerns at a public town hall meeting last Thursday, Jan. 31 at Flamson Middle School.

The focus of the talks centered around the district’s Fiscal Recovery Plan Progress Report No. 2.

The report outlines the steps taken and progress to date that has pulled the district out of a negative certification and into qualified certification. It also details future plans aimed at eliminating deficit spending and bolstering reserves.

In December of 2011, the San Luis Obispo County Office of Education reviewed the district’s 2011-12 first Interim Report and deemed the district negative based on several factors. Then, the district had a 1 percent reserve for economic uncertainties, was borrowing from outside funds to meet its obligations in the general fund and was projecting a negative ending balance of more than $700,000.
