PASO ROBLES — Construction of Paso Robles' wastewater treatment plant upgrade could proceed as early as mid-March and about $4 million under budget.

On Tuesday, the Paso Robles City Council voted unanimously to award a $36,398,700 contract to Fresno-based W.M. Lyles to upgrade the 58-year-old plant.

Paso Robles Wastewater Manager Matt Thompson will issue notice to proceed with construction: 30 months, in full swing by spring 2013. Completion is projected for fall 2015.
